Thanks for the followup.
It actually looks like at Gigabit speeds the *KSZ9031* only specifies ~221mA for the 1.2V supply while the *KSZ9021* is 563mA.

Problem solved. Hopefully for real this time.
The KSZ9021RN takes about 500mA when running in 1000Mb/s mode. The current rating for the 1.2v LDO is 500mA.
